Oxalobacter Formigenes is a normal bacterial gut flora which mean low can cause the lack of breakdown of oxalates in food.
What does this mean ?
It means that your body cant break down oxalates from certain foods that are high in oxalates and if you overload the body with oxalates you risk developing kidney stones and other deposits but also could cause other symptoms such as

How do you increase the flora
Make changes to you diet for 3 month long term is not recommended. Eating a diet low on Oxalates. This flushes out the oxalate and increase the flora.

Use a multiple fibre supplement to support good healthy flora
Clean up any parasite or overgrowths.
Lemon water in the mornings
Magnesium citrate, calcium citrate and potassium citrate lessen the absorption of oxalates - often found in PH balancing supplements
Consider probiotic Lactobacillus acidophilus, Lactobacillus brevis, Streptococcus thermophilus, and Bifidobacterium infantis, chosen for their ability to degrade oxalate in the gut.
